PayPal, in their wisdom, says "for security reasons, we cannot mail debit or credit cards to a P O Box" That statement is of course, pure bullcrap. What they mean is they won't mail them. Every credit card issuing bank and department store in the country will mail cards to a P O Box. Why, because the customer requests it, and because it's much safer and more secure.
Consider this:
The above photo showing RFD mailboxes are on a side road, 100 yards from a major US highway. They are totally unsecure, but PayPal will mail a credit card to one of them.
The same holds true for these overflowing mailboxes on a four-plex in a poor section of a city.
Post Office boxes in a US Post Office - it doesn't get any safer than this, but PayPal doesn't think so.
